    A panel of three judges at the US Court of International Trade in Manhattan issued a unanimous ruling Wednesday that the vast majority of President Donald Trump’s global tariffs were deemed illegal — dealing a major blow to a pillar of his economic agenda.

    The US plans to start ‘aggressively’ revoking visas for Chinese students, Secretary of State Marco Rubio said, escalating the Trump administration’s push for greater scrutiny of foreigners attending American universities.
